第一章 概述
交通运输业作为生产性服务行业， 在现代服务业发展中具有基础性地位和作用，具有强大的经济带动效应，是国民经济和社会发展的重要支撑和保障。
运输企业受利益驱使， 车辆超载超限现象屡禁不止， 货运市场秩序混乱， 恶性竞争愈演愈烈， 辖区内公路桥梁及其附属设施受到不同程度的危害， 同时不断引发道路交通事故，危及人民生命财产安全。
为加大道路货物运输源头治超力度， 维护道路运输市场秩序， 保障人民群众生命财产和公共安全，根据省政府办公厅《河北省治理货运车辆超限超载规定》及省运管局关于加强车辆超限超载源头治理工作部署，并结合玉田县实际情况，制定本方案。
以源头管控为重点，通过对运输企业及货运场站经营业户准入前的行政指导和市场准入后的后续监管， 配合源头治超系统， 促进全县道路货运市场健康有序发展，更好地服务于经济社会发展和人民群众生产、生活。

第二章 系统结构
整个源头治超系统设计包括八个子系统：车辆基本信息录入、车辆称重
系统、数据采集系统、视频监控系统、车牌自动抓拍识别系统、数据传输系
统、超载超限管理系统、数据集中显示系统。

第三章 项目划分
整个项目划分为三个部分：企业端、县站端、市局端，三者通过传输系统组
成的专网互相协调、配合，实现用户需求。
企业端是源头治超的前端也是重要组成部分之一， 系统通过企业端的相关功
能实现对车辆超载超限等信息的采集、 处理、上传，以及对治超行为的实时监控。
县站端系统通过无线基站或宽带网络接收企业端传送的相关数据并进行处
理和显示，并与市局端进行数据交互、联动管理。
市局端可以和各个县站端进行实时联动， 准确把握源头治超动态， 实现远程
管理和协作，并可以调用企业实时监控录像。
3.1 企业端
企业端分为：车辆基本信息管理、车辆称重、车牌抓拍识别、视频监控、
数据采集、硬盘录像机、工控机、无线基站等组成部分。

3.1.1 车辆基本信息管理
企业车辆的基本信息录入是否及时、 正确、完善是开展好源头治超工作的必备要素。
车辆基本信息包括：车型、车轴数、行驶证、道路运输证、车牌号、车主、车主电话、限重等信息。
源头治超拟定设计三种车辆基本信息录入方式：人工录入、 ic 卡刷卡录入、车牌抓拍识别。
1、人工录入
考虑到此次源头治超系统规模较小且属于试点工程， 初期采用人工录入的方式录入车辆基本信息， 方式灵活。该方式由企业端操作员对监测车辆的基本信息手动录入， 系统将自动保存历史记录， 运输车辆第二次进出企业时，操作员便可以调用以往数据，避免重复录入。
2、 ic 卡刷卡录入 (暂不使用 )
交通运管部门统一为进出企业的车辆配备 ic 卡，做到一车一卡、 持卡进出、无卡限行，有效的对车辆进行管理。
在车辆过磅时首先刷卡自动获得车辆的车牌号码及相关信息， 避免手工输入的过程， 通过称重仪表自动获得车辆的称重信息， 减少管理漏洞，实现快速过车，提高工作效率。
车辆刷卡后，系统自动检索车辆基本信息和超限超载等相关违法记录，并及时把信息反映到数据显示屏上便于工作人员进行执法操作。
对于多次违规车辆，可以通过管理软件，取消该卡的使用权限。
考虑到我省 ic 卡制度尚不完善，本系统初步设计是，暂不采用刷卡方式，但保留刷卡的软硬件接口。
3、车牌抓拍、识别 (暂不使用 )
车牌抓拍、识别的目的有两个， 一是一车多卡、 一卡多车的不规范行为的发生；二是通过车牌识别， 调用车辆管理部门数据信息， 不用 ic 卡或手动录入，便可以获取车辆的基本信息。
车牌抓拍识别系统有识别率高、 运行稳定的特点。
通过车牌抓拍识别以有效地防止不规范行为的发生， 规范车辆管理、 提高源头治超工作效率。

本系统初步设计是，只抓拍，不识别，但保留识别功能。
3.1.2 抓拍摄像机
在治超检测站出入口分别设置 2 台抓拍摄像机共 4 台，以便更好的监控车辆
运载，准确的把握车辆运载动态。
抓拍摄像机分为：远景抓拍、车牌抓拍两种。
远景抓拍摄像机抓拍车辆整体状况及运载情况。
车牌抓拍抓摄像机拍车辆的车牌号以备后期使用。
3.1.3 视频监控
企业大门处安装 1 个摄像头用来实时监控企业车辆出入情况并存储备份以
供工作人员调用
操作间安装 1 到 4 个室内摄像机， 更好的对治超软件操作情况进行监督， 有
效的避免了人为违规操作的发生。
3.1.4 采集卡
数据采集系统实现对 ic 刷卡、车辆称重、视频监控、车牌抓拍系统的原始
数据采集并处理发往控制中心。
数据采集系统有效的解决了由地衡等车辆称重设备不统一导致的数据采集难
的问题。

3.1.5 硬盘录像机
监控室包括：硬盘录像机、监视器。
硬盘录像机（引 dvr ），即数字视频录像机， 相对于传统的模拟视频录像机，
采用硬盘录像，故常常被称为硬盘录像机，也被称为 dvr 。它是一套进行图像存储处理的计算机系统，具有对图像 / 语音进行长时间录像、录音、远程监视和控制的功能。
硬盘录像机实时存储、 备份源头企业视频录像， 工作人员通过监视器实时监控源头企业治超行为。
3.1.6 无线基站
参见 3.2 传输系统相关章节。
3.1.7 其他
企业端还包括运行管理软件的工控机以及打印机、标准计算机系统、交换机等相关设备。
3.2 传输系统
数据的高效、 完整、高速传输是项目实施要解决的首要问题， 考虑到源头企

业的分布性差异和地域性差异， 从企业端到县站端采用无线基站和宽带网络结合
的传输方式，从县站端到市局采用宽带网络的方式。
利用无线基站和宽带网络两种传输方式组成专用的传输网络保证远程传输
过程中数据的安全性。
无线基站具有带宽高、零运营费、抗干扰的优点，缺点是施工复杂。
宽带网络具有施工简单、 传输距离长的优点， 缺点是每年向运营商缴纳固定
的运营费用、带宽低。
3.2.1 无线基站
无线基站包括：基站塔架、无线网桥。
根据情况企业、县站端建立无线基站，在可视距情况下使用点对点的方
式实现无线传输，必要时当中搭建无线网络中继站。

3.2.2 宽带网络
县级到市局控制中心使用已有的宽带网络 (adsl) ，降低县区地域性差异
对远程联网的影响。

3.3 县站端
县站端接收各个企业端通过无线基站或宽带网络传送过来的资料， 并由监
控中心服务器进行处理分析， 为工作人员提供车辆超载超限等相关资料， 方便
综合执法工作的展开。
县站端硬件包括：服务器、大屏幕监视器。
功能：
1、处理企业端数据，对车辆超限超载行为进行统计分析。
2、实时监控各企业源头治超行为，避免人为违法行为发生。
3、电视墙醒目显示源头治超的执法信息。
4、向市局上传数据，实现源头治超实时联动。

3.4 市局端
市局端硬件包括：服务器、电视墙、解码器等。
市局端接收各县站端传送过来的综合数据，由市局服务器处理。
市局工作人员可以从宏观上把握各县的车辆超载超限情况，并提出针对性
的治理意见。

3.5 治超软件
治超软件对源头企业传送过来的原始数据进行整理分析，生成各种统计报表，为治超人员进行各种超载超限执法操作提供帮助。

根据市安委会《关于印发20xx年xx市道路交通等21项重点领域安全生产突出问题专项整治方案的通知》（x安〔20xx〕2号）要求，我局按照年初制定的《20xx年xx市危险货物运输安全专项整治方案》，积极协调各相关部门开展整治工作，现自查如下：
（一）积极宣传、广泛发动，夯实整治工作思想基础
组织全市28家危险品运输企业主要负责人召开整治动员会，明确整治要求，提升企业对整治工作的认知度和重视度。加大对源头化工企业的宣传力度，结合全市“减化”联合执法检查，前往化工企业现场告知整治要求，重点做好依法托运危化品的行政指导。
（二）突出重点、从严检查，加大对企业违规行为处罚力度
制定危险货物运输安全监督检查计划，组织集中安全检查危货运输企业、收发货企业5次、70家次，联合执法检查收发货化工企业172家，发现并整改安全隐患66处。对9家企业违法违规行为进行行政处罚，处罚金额总计44万元；下发整改通知书5份，要求企业限期整改；约谈企业9家，对重点企业、重点隐患实施一企一策、一患一策，持续跟进，督促落实安全生产主体责任。邀请第三方机构安全专家对我市危险品运输企业开展第三方安全辅助检查，为安全监管和安全检查方式提供专业性意见。根据企业运输危险货物等级、安全管理工作水平、隐患等级，对危险货物运输企业实施了“红、黄、蓝”三级分级分类管理。
（三）统筹计划、深化协作，联合开展货运站场巡查
（四）协同合作、数据共享，做好全过程监管平台推广
（五）严格考核，注重运用，做好危货企业诚信考核
开展20xx半年度危货运输企业诚信经营考核，通过“xx市道路运输安全监管系统”公布结果，对xx兴和等16家考核结果为合格的企业，要求进一步加强安全生产管理工作，抓紧落实隐患排查；对xx晨曦、xx兴荣2家企业考核结果为基本合格的企业，列为重点监管对象，已跟踪完成隐患整改。
（六）积极筹划、以求实效，组织开展应急救援演练
组织xxx交物流和友缘化学联合举行了20xx年上半年危货运输事故应急演练。演练设置了划分警示区域、稀释危化液体、泄露点堵塞、消防灭火、伤员救护、危险品转移等内容，从实战的角度出发，检验和提升全市危货运输行业的应急救援能力和水平。7月份，还将组织开展1次全市范围的危货运输事故应急演练。
（一）企业落实安全生产主体责任意识不够牢固
主要体现在：一是安全生产责任体系不健全，部分企业安全责任书签订未实现岗位全覆盖，未定期组织考核。二是隐患排查与治理不全面，部分企业的隐患排查仅停留在车辆检查方面，对驾驶员的不安全行为、管理缺陷等内容的检查不够深入。三是应急体系建设不完善，部分企业应急预案、应急处置技能的宣传和培训不到位，未按照应急救援物资清单配备应急救援物资。
（二）货运站场安全管理工作还不到位
货运站场联合巡查巡检中，在陆家xxx货运站场等内发现3起普货车辆非法夹带运输危险货物行为，2起站场内非法堆放危险化学品行为。体现出货运场站管理方安全红线意识不强，对进驻的货运企业疏于管理，对进出站场的车辆未按要求开展安全检查，安全管理措施落实不到位，安全管理工作依然薄弱。
（三）化工企业托运行为规范性有待加强
根据第一批“减化”联合检查情况，部分化工企业作为危险货物托运人，托运行为规范性有待进一步加强。主要体现在：一是未按要求对托运的危险货物种类、数量和承运人等相关信息予以记录；二是未按要求妥善包装危险货物并在外包装设置标志，向承运人说明危险货物的品名、数量、危害、应急措施等情况；三是未按要求向承运人提交与托运危险化学品一致的安全技术说明书和安全标签。
（四）危险货物全过程监管平台使用有待提升
部分化工企业、危废企业、燃气企业，未使用该平台开展车辆申报和资质查验。部分企业未按要求如实、规范的填写电子货单，行业管理部门无法第一时间掌握运输货物信息，确保发生事故后能快速制定针对性的应急救援方案。
（一）持续压实危货企业安全生产主体责任
将危险货物运输安全专项整治工作与道路交通领域大整治大检查百日行动、危险化学品运输综合治理有机结合，督促企业开展安全生产主体责任不落实、动态监控不到位、普货夹带危货大整治，做到同轨并行、相互促进。继续深化第三方专家辅助安全检查，用好企业“黑名单”、诚信经营考核、企业“红、黄、蓝”分级分类等手段，组织开展危货企业主要负责人和安全管理人员培训考核，落实企业二级标准化复核，有效推进危险货物运输企业进一步落实企业主体责任。
（二）以罚促管提升货运站场安全管理水平
对陆家xxx货运站场内发现有普货夹带危险品的违规行为，约谈xxx站场管理方，督促企业严格按照《道路货物运输及站场管理规定》等法律法规，落实各项安全管理措施，对进驻的企业，进出的车辆进行严格管理。继续深化货运站场的联巡联检机制，严厉打击普货夹带、无通行证闯禁区、非法堆放危化品等违法违规行为。
（三）强化源头构建危险货物全过程监管体系
充分借助全市“263”行动“减化”联合执法检查这一重要载体，联合平台使用部门和属地区镇合力加大对全市化工企业托运行为行政指导，督促化工企业委托符合资质的危货运输企业车辆进行承运，规范填写电子货单。深入对接安监、住建、公安等平台，加强信息共享互通，形成监管优势互补，继续推广危险货物全过程监管平台一期使用，拓展二期功能。
（四）做好经验总结，制定长效管控机制
总结推广危险货物运输安全专项整治的好经验、好做法，进一步规范集中检查、综合督查、专项督查、明察暗访等各项制度，健全隐患排查长效机制，对所有安全隐患一律实行“零容忍”，列出清单、盯牢不放、整改到底。更要抓典型，对于整改仍不合格的企业，依法依规停业整顿，并公开曝光。

2011年，襄汾县道路运输管理所在市、县治超办和上级主管部门的正确领导下，深入贯彻落实《山西省道路运输条例》和省政府223、224号令，认真履行源头治超工作职责，采取进驻和巡查的方式，加强了全县政府公示货运源头企业的治超监管，货运源头治超工作进一步规范，超限超载行为得到有效遏制，源头企业治超效果明显，现将全年源头治超工作总结如下。
加大治超宣传力度，营造浓厚舆论氛围
（一）为全面贯彻落实《山西省道路运输条例》，营造浓厚的治超舆论氛围，2011年1月1日我所在县场中心广场开展了声势浩大的《山西省道路运输条例》宣传活动，制作了两块题为《周密部署、齐抓共管、全力治超成效显著》和《山西省道路运输条例》宣传版面，设置了彩虹门、彩旗、宣传台，悬挂宣传横幅，执法人员身披彩带，向过往司机，群众散发2000余份宣传材料 。县政府常务副县长苏嘉邦、县治超办主任董春安、纠风办主任续春虎、交通运输局局长李文耀和运管所领导及全体执法人员一同参加了宣传活动。宣传活动结束后，县领导带领执法人员深入到汽车客运站、维修企业、驾校、货运源头企业散发宣传材料，进行了广泛宣传。（二）为深入贯彻实施《公路安全保护条例》、《山西省道路运输条例》和省政府223、224号令，使广大人民群众真正理解治超工作，支持和配合治超工作， 2011年11月11日上午10时，我所在县城铁西广场前大运路旁开展了治理超限超载宣传活动。设立了宣传点、悬挂宣传横幅，制作了三块治超宣传版面，印制了2000份宣传材料。县政府常务副县长苏嘉邦亲临宣传活动现场，交通运输局局长李文耀、运管所所长王志军及各乡镇治超负责人参加了宣传活动。此次宣传活动，县领导与治超人员身披彩带一同向过往车辆和行人散发宣传资料，接受群众咨询，普及“治超”工作政策及法律法规。县电视台等新闻媒体对此次宣传活动进行了现场报道，营造了浓厚的治超舆论氛围。
二、加强组织领导，明确职责任务
为认真履行好治超工作职责，确保源头治超工作规范、有序、长效。三月初，根据县治超办下发的《2010年治超工作要点》和交通运输局《2011年治超工作方案》，我所制定下发了《关于认真做好2011年货运源头治超工作的通知》，对源头治超工作中的机构设置、人员职责、学习培训、进驻值勤、巡查监管、短途治理、案件倒查以及信息化建设都做了详细的规定，明确了各巡查站、队监管范围和职责，并在全体治超人员工作会议上进行了安排部署。同时运管所与进驻的源头企业、各乡镇与监管企业分别签定了《货运源头单位管理目标责任书》，明确了货运源头企业的治超职责和义务。目前，根据县政府公示的105家货运源头企业，运管所共抽调20人，分别进驻政府公示的10家货运源头重点企业，其余公示的95家企业由各乡镇派人进驻，运管所各巡查站、队实施巡查监管。

三要坚持公平竞争，形成能上能下的选人用人机制，防止和克服管理上的腐败。推进干部能上能下，能进能出，要求在对干部队伍的管理中坚持公开、公平、竞争、择优的选人用人机制，形成有利于优秀人才脱颖而出的竞争环境，使干部队伍充满生机和活力。
二、教育干部筑牢拒腐防变的思想防线，是从源头上预防和治理腐败的基础

三、监督干部正确行使权力，是从源头上预防和治理腐败的关键
第一，强化党内监督。必须认真贯彻实事求是、民主集中制、惩治与教育相统一等党内监督原则，增加权力运行的透明度，保证领导干部的权力行使到哪里，活动延伸到哪里，监督就实行到哪里。
第二，强化群众监督。要形成积极的监督氛围，通过职工群众之口、社会舆论之舌，强化对权力的监督制约。要调动职工群众监督权力的积极性。畅通监督渠道，有效地发挥事前、事中监督的作用，避免以往侧重事后监督的弊端。
