xx村位于xx镇东北角，距镇区15公里，地处偏僻，经济基础十分薄弱。驻村期间，本人紧紧围绕“建强一个村级班子、培育一支骨干队伍、找准一条发展路子、完善一套工作机制、构建一方社会和谐”等五个方面工作，坚持在学习中提高，在摸索中前进，不怕吃苦，连续作战，各项工作取得了阶段性成效。

一、强组织，凝心聚力谋发展

1.抓能力建设。着重在狠抓学习上下功夫，通过会议、培训、外出赴上海奉贤申隆生态园、射阳县洋马镇药材种植基地参观学习等方式，让村干部拓展视野、熟悉掌握当前新农村建设的政策和法律法规，从而提高领导发展的能力、维护稳定的能力、做群众工作的能力，更能适应社会的发展、时代的要求，有效地指导农业农村工作，带领村民共同致富。

2.抓队伍建设。主要从六个方面入手：一是用人所长。根据各人特长，分配不同的任务，发挥每个村干部的优点，做到扬长避短，为他们愿意干事、乐意干事提供平台，创造空间。二是放开手脚。鼓励村干部在分工范围内大胆实践，勇于开拓，当他们工作受到阻力时，及时帮助，为他们鼓劲打气，并主动承担责任。三是加强沟通。经常了解他们的思想、工作情绪，关心他们的家庭，为他们排忧解难。四是率先垂范。除在外跑资金、跑项目外，我坚持每天到村工作，要求别人做到的，自己带头遵守，禁止别人做的，自己坚决杜绝。五是培养梯队。优化党员队伍结构，积极培养入党积极分子，尤其注重培养和吸纳返乡能人、致富能手、种养大户加入党员队伍和后备干部队伍。六是强化阵地。对村大会议室进行合理调整，确保村级组织活动场所规范实用，功能齐全，运转高效，确保农村党员远程教育站点活动正常，随时对党员群众开放。对村部进行整修调整，建立一站式为民服务室、电子阅览室。

二、办实事，取信于民促和谐

1.抓村级道路建设。针对社区老百姓出行“晴天一身灰、雨天一身泥”的现象，本人积极协调规划了“组组通硬质马路工程”，将其作为为民办实事的首要任务。通过多方筹措资金，新建的8.9公里的水泥路已全部交付使用，影响村民出行的“摇篮路”已变成了一条条和谐党群关系的“连心路”。村级道路硬质化实现全覆盖，村里“四横两纵”的道路框架新格局全面形成。

2.抓村庄环境改善。为了让村庄环境整治工作深入人心，做到家喻户晓，人人皆知，我利用村广播和党员村民小组长会议反复宣传村庄环境整治的目的和意义，从而使干群统一思想，集中精力，共同致力改变、美化村庄环境。要求党员干部、村民代表带头搞好“门前三包”(包环境卫生、包无乱堆乱放、包绿化)，带头做到日常生活垃圾日产日清，带头将废弃杂物投入垃圾池，带头纠正乱搭建、乱张贴、乱堆放等行为。通过榜样引领，群众纷纷行动起来，各自清理房前屋后的杂物、草堆，并逐渐形成良好的生活习惯。明确专人具体负责村庄环境的长期整治和管理监督工作，并配备了三名专职清洁员，加强日常巡查，做到全村垃圾日产日清，利用二轮水利疏浚为契机，加大基础设施投入，做到沟河相通，旱能灌，涝能排，水系清畅，从而逐步实现河道沟渠净化、四旁绿化、村庄美化。2019年6 月26日，海门市水利疏浚现场会在xx村召开。

三、抓项目，集聚优势推发展

1.扩大规模养殖。在充分调查走访群众的基础上，针对制约发展的交通、地理等因素，经多方论证，本人借助在外能人人脉资源广的优势，积极招商，全力在村里推广海门特色农业——山羊养殖。目前，已分别有占地28亩和30亩的规模山羊养殖场落户xx10组、13组，存栏量均已超过2019头，投资均超过 300万元。羊场建成后，在为村营经济和农民收入带来效益的同时，为村里剩余劳动力提供了出路。

2.发展特色农业。xx村农户向来有种植山芋的传统，但就是山芋品种单一，故价格总是提不上去。调研中，发现农户种植山芋不仅成本低，易管理，而且效益也还可以。针对这一现状，本人主动与农业部门联系，引进紫薯等4个山芋新品种，在工商局注册“乐曙”品牌，并成立山芋经济合作社。在山芋新品种秧苗试种成功的基础上推广种植100亩，销售时供不应求。

3.培育旅游资源。年10月到2019年5月(期间，村支部书记生病住院2个多月)，本人带领村两委一班人，不分昼夜和节假日，加班加点做好湿地公园(鸟类保护区)项目被流转地农民沟通交流工作。项目所需600亩土地共涉及15个村民小组，355户家庭，一期工程苗木栽种的季节性要求又很强，在时间紧、任务重、困难多的情况下，由于天天超负荷工作，又因为压力太大，造成习惯性失眠，短几个月时间，我体重竟下降了30多斤，这对于我这个体重超标的人来讲，是个意想不到的收获。目前，项目建设正在如火如荼地开展中，现已全面完成了植树扩林、沟河清淤整坡工程。在确保原地貌的基础上，根据规划在林中造景，以埭别为宽度，以蛋糕型布局，选择了国内外适合本地气候及土质要求的16个高档乔木品种(红枫、羽毛枫、鸡爪槭、樱花、桂花、铁树、香泡、垂丝海棠、紫薇、木瓜海棠、栾树、红叶石楠)进行种植，沟河沿岸种植红豆杉。目前仅200亩核心区就已植成品树16800棵，一期投资已超1600万元。最近几个月，新加坡、浙江、苏州等地区的考察团和市四套班子领导及相关部门领导前来参观湿地公园建设情况，这说明xx村的生态环境建设已得到了社会各界人士乃至国际友人的关注和认可。

4.创新经济模式。宋正飞是xx村的在外能人，创办上海正飞装饰工程公司，下设八个直属分公司。六年前又创办了大宋足浴保健公司。到村工作后，我多次赴上海与宋正飞协商，希望其能深化与家乡的互动合作，加快融入海门经济发展的大舞台，同时为增加村集体的造血功能作一点贡献。出于反哺家乡这一目的，宋正飞决定在海门主城区设立第6家连锁店暨村级经济振兴培训示范基地，我村集体以零投入的方式享受企业15%的利润分配，并由大宋足浴为村里免费培训足浴能手，由此带动广大村民致富。在外能人及其团队积极参与到村级经济发展中，首开先河，以无偿捐助股份的方式扶持村集体经济的发展，是促进村集体经济发展的新跨越，同时也为实现村级集体经济增收开辟了一条新路。到目前为止，海门大宋足浴已为村级集体经济增收16万元。

总之，本人在驻村初期在全村党员大会上承诺的三大事项已全部兑现，即：村级债务全部化解(60余万)、村营收入超30万元(2019年900元、 年27.7万、2019年34.9万)、硬质化道路全覆盖(年4.4公里、2019年4.5公里)。同时新建农桥4座(年2座、 2019年2座)，国、地引税双超100万元。驻村期间，本人被海门市委、市政府嘉奖2次;2019年7月，本人作为27个驻村书记中的唯一代表被市委、市政府表彰为优秀共产党员。

回顾近两年来的驻村工作，我感触颇深。作为市里第一批驻村第一书记，我觉得我们必须增强扎根基层、服务农村的信心和勇气，坚定信念、勇于开拓、脚踏实地，才能真正有所作为。

一要坚定信念谋发展。先进村之所以能成为先进典型，最重要的原因是他们都有优秀的带头人，而这些带头人的共同之处在于他们都时刻牢记全心全意为人民服务的宗旨，始终坚持一心一意谋发展的坚定信念。“老百姓最看重的不是你对他说了什么，而是你为他做了什么。”我不求像常熟市蒋巷村常德盛老书记一样45年如一日，但“天不能改，地一定要换”的信念必须要得到弘扬。力求在村工作的两年、三年甚至更长时间里，能真正“造福一方”，不辱使命。

二是要勇于开拓创事业。我应以先进村为榜样，坚持因地制宜，寻找符合现代农村经济规律的发展道路和方式，大力倡导规模养殖业、生态旅游业等传统农业和新型经济产业，始终把科学发展、和谐发展贯穿始终，追求经济与环境的协调发展，协力共建绿色生态家园，努力在xx村迈好万里第一步。

三是要俯下身子听民意。一年多时间的驻村工作经历让我感觉到驻村任职是贴近基层群众、倾听基层呼声的最有效途径。期间，我几乎每天都在早晨8点之前赶到村里。在田间地头碰到村民经常性一聊就是一个多小时，掌握了不少村里的情况。在与村民的交谈中，我感到群众心里有许多话要对干部说，只不过是平时缺少这样的机会。我深切体会到农村工作大都以面对面的方式进行，必须要学会用群众的思维去解决群众的事情，“你离群众有多近，群众就对你有多亲。”增强工作的亲和力，就会提高工作实效。只说不干、放不下架子、高高在上、没有群众观念，百姓就会远离你。在解决村民沈某积怨多年的邻里纠纷等一些棘手的问题上，我从实际出发，从农民朋友自身利益出发，换位思考，把自己当成是村民，带领村干部妥善处理，赢得了群众的信任。

四是要脚踏实地干实事。仅有为民情怀和改变面貌的决心是不够的，基层群众认干不认说，群众雪亮的眼睛就盯着你能做几件实事。豪迈的誓言再动听，也抵不上一件实事能打动民心。社会主义新农村建设是一项艰巨的任务，我必须以先进村支部书记为榜样，不辞劳苦、不计个人得失，带领干部群众脚踏实地去苦干、实干，努力推动村域经济发展，提高农民收入，使人民群众的幸福感和满意度得到不断增强。

一、驻村第一书记工作开展情况

xx区驻村第一书记共有17人，其中市派第四批驻村第一书记1人，第五批5人，区派第五批11人。驻村第一书记来自不同的工作岗位，对农村工作的了解不尽相同，特别是有些刚参加工作不久的同志对农村工作了解不够，因此，驻村第一书记这个平凡的工作岗位给了他们充分了解基层，深入了解群众各种诉求的基础平台。总的来说，驻村第一书记工作是积极的，负责任的，能致力于贯彻党的农村政策，作出了应有的努力，取得了可喜的成绩。他们在农民增收方面，立足村情，广泛发动和引导农民发展种植业、养殖业，想方设法争取农业项目扶持。在为民办实事方面，积极向上争取项目资金，硬化村道，打机井，改造台区，解决了农村行路难、浇地难、用电难等问题。在班子建设方面，进一步建立健全党组织工作和生活制度，全面实施基层党建工作制度。虽然任职时间不长，但他们都能充分发挥自身特点和部门优势，找准工作突破口，创造性地开展工作，在较短的时间里，打开了工作局面，取得了初步成效。

2、充分发挥自身优势，取得了选派部门大力支持。xx区驻村第一书记结合选派单位的职能优势，充分发挥后盾作用，切实推动驻村各项工作的顺利开展。如西邵科第一书记张宇宁向市委副书记、统战部部长李文斌专题汇报了到村驻村以来工作情况，取得了李书记认可和支持，李文斌书记于201x年10月28日专程到西邵科视察工作，并走访慰问了老党员。区财政局派驻到杨贾村的第一书记岳圆同志多次找到财政局领导汇报驻村工作，通过与区直有关部门协调，为该村争取到25万元的道路建设资金，解决了群众出行难这个难题，受到了群众的。

4、理清发展思路，制定了科学发展规划。驻村第一书记任职以来，充分发挥了自身信息广、思路清的优势，通过召开村支两委会和党员、群众代表会，掌握村情，了解民意，根据各村实际情况，因地制宜，科学规划，理清发展思路。如市第三人民医院下派到常王贾村第一书记李玉多次到上级扶贫、财政、农业、民政等部门咨询了解相关政策，并根据驻村调研情况，形成了乡村道路建设、环境卫生整治工作建议书，制定了可操作的发展规划。区产业集聚区下派到后白璧村第一书记孙爱斌通过两个多月的调研，制定了村两年脱贫计划，在产业结构调整、生态农业建设、基础设施改善等方面理清了发展思路，为带领群众致富奠定了坚实基础。

5、加大基础设施建设力度，改变了村内落后面貌。xx区驻村第一书记注重农村基础设施建设工作，把为民修好一条路、建好一个广场等民生工程作为大事来抓，作为实事来办，作为好事来谋，掀起了干事创业新热潮。如市政法委下派到东邵科第一书记杨煊通过积极协调，争取39万元扶贫资金用于修建村内道路，为村内安装架设高压线800米和变压器一台，解决了村民浇地难问题。下派到后白璧的孙爱斌争取扶贫资金39万元用于修建村内道路，于近期开始施工。杨贾村岳圆争取福利彩票资金5万元，用于村小学配套设施修缮。这一系列基础设施建设项目的实施，得到了广大群众的高度认可，也为第一书记在村内聚集了很高的人气。

6、关心群众疾苦，开展了多样关爱慰问活动。到村任职以后，第一书记们始终把群众的冷暖放在心上，多次深入五保户、困难群众家中，了解群众疾苦，开展送温暖活动。如西邵科张宇宁组织医疗专家为200名村内老人进行体检，争取商会和爱心企业家支持，慰问村内贫困群众69户，发放价值14000元的慰问品;东邵科杨煊组织医院专家到村开展义诊活动，为村里贫困儿童发放过冬衣物，慰问困难群众35户，送去价值5000余元的大米、食用油，让群众感受到了党和政府的温暖。双节期间，xx区共慰问派驻村困难党员、老党员、群众19人，发放慰问金9500元，发放慰问品53件，建立结对帮扶17个，帮助群众解决生产生活困难17件。

二、精心组织，严格要求，认真开展驻村第一书记述职活动

(一)xx区高度重视驻村第一书记述职工作，精心组织，统筹谋划，认真制定实施方案，进一步明确活动的目的意义，确保工作落实到位。要求驻村第一书记在认真调研的基础上，根据工作实际，认真撰写述职报告并逐级把关，为述职工作提供坚强组织保障。同时，要求各镇(街道)及时与选派单位沟通结合，结合各派驻村工作实际，认真制定目标责任书，进一步对目标责任书年度工作量化、细化、项目具体化。

(二)2019年3月8日-3月10日，派驻到各镇(街道)的17位驻村第一书记分别就驻村以来工作开展情况、工作成效，采取的措施、下一步工作思路，向上级党工委进行了集中述职。同时开展民主评议，递交了2019年度工作目标责任书。

三、存在不足

总体来看，驻村第一书记的驻村工作都取得了初步成效，但也存在一些值得重视和认真解决的问题。一是大包大揽，一些驻村第一书记有较强的事业心和责任感，他们希望用一己之力，短期之功改变农村面貌，在村里既当指挥员，又当战斗员，里里外外、上上下下全身心投入。这种模式精神可嘉，成绩也有，但不利于发挥村干部的积极性，从方式方法上不具备推广价值。二是思路不清，个别驻村第一书记对下村后到底“做什么”不够明确，认为只要为村里协调点项目或资金，完成上级布置的任务就算做好了驻村工作，思想认识有待于进一步提高。

四、驻村工作意见建议

一是充分利用第一书记的部门优势和人脉优势，积极向上争取项目资金，提升村内基础设施建议水平。镇党委政府也将给予所驻村支持，支持所驻村发展经济、改善民生。

二是要大力支持第一书记的工作。支持第一书记所提出一些新观念、新办法，要尽其所能地推动实现村级各项事业的好设想、好项目、好举措。

三是要做好沟通。可不定期组织座谈会和观摩会，互相学习，互相探讨，交流工作经验，从而达到促进工作的目的。

桥边村属经济薄弱村，全村人口1110人，六个自然湾(新湾张，古井张，池余，孔田关，桥边张，堰上湾张)，党员25名，垃圾池7个，公厕6个，五保户5户，低保户32户，村情较为复杂;部分村干部年龄偏大，思想相对僵化，开拓创新和创业意识缺乏，带头致富、带领致富能力不强，严重影响和制约村经济发展，村民主要以种植业和外出务工收入为主，是一个典型的传统农业种植村。如何尽快摆脱经济薄弱村的帽子、如何发展高效农业和特色养殖业、如何促进村集体经济快速发展，成为摆在我面前的首要问题。到村以后，通过调查、走访、观察、了解，并征求乡领导、村支两委成员及包村干部的意见，我构思并制定了桥边村三年发展规划和工作思路。通过半年来的共同努力和工作，桥边村各方面均已取得了可喜的变化和发展，为全村经济及社会事业的快速发展打下了良好的基础。现将具体情况报告如下。

一、注重加强领导班子建设，努力建设一支团结协作、为民负责、创新求变、具有较强战斗力的村支两委班子队伍。团结负责的村支两委领导班子，是发展村级集体经济的关键。到村工作以来，我始终注重加强村支两委班子建设。通过半年来的磨合针对村组干部的现状，结合部分村民和党员的意见，调整了部分村组干部，让想干事、能干事、会干事的人有施展才华的舞台。原村主任张树峰开拓创新和创业意识缺乏，带头致富、带领致富能力不强，我多次和他交心，劝他退位让贤，由工作扎实能力强的张建红担任村主任，培养了张建舟进村委会班子，一个团结协作、风清气正、干事创业、为民负责的两委班子正在形成。

二、统一全村思想，确立科学而明晰的村级发展规划和工作思路，坚持推进桥边“建设不动摇，使招商引资、发家致富的观念深入人心。思想是行动的先导。桥边村地理偏僻、贫困户多、能人创业大户少，村民及干部思想相对僵化，针对这个现状，首先要解放和统一村支两委和村民小组长的思想。确立科学而明晰的村级发展规划和工作思路，桥边村的经济快速发展才能有一个明确的方向和目标。因此我到村以后，做的第一件事便是开展调查研究，掌握第一手资料，深入开展解放思想大讨论，强化思想教育宣传和发动，统一村组干部的思想，坚持以解放思想为先导，以招商引资为抓手、以全民创业为载体，努力培育一批能人创业大户和致富典型，大力发展特色养殖业，努力使招商引资、发家致富的观念深入人心;引进我村在外知名人士张山回乡发展生态苗木基地，

三、注重加强村党支部阵地建设，坚持村干部值班制度，包组联户制度。坚持落实“四议两公开”和党员代表“议事恳谈”制度。建立健全了保洁机制，回收生活垃圾，加大村庄环境整治，道路硬化，坚持植树造林，美化村庄，半年来，村庄面貌焕然一新。
